At least in this country, the cops are not obligated to protect individual citizens. Their job is to take a report and (maybe) try to solve the crime, long after it's been committed.
I agree - a high "gun per car" ratio lends itself to more polite motorists.
Of course, in a state that allows it, I'd want to be on the correct side of the "gun per car" ratio - it's a lot easier to deploy your gun while you sit in the front seat than it is to do your fancy Muay Thai kick, wushu pinkie-finger-death-lock, or whatever!
Also, there's nothing as comforting as having a loaded pistol at hand while you're at the drive-thru ATM...
Either a or b would be a foolish course of action. Okay, "a" more so than "b."
Obviously with a. you're the aggressor and would deserve pretty much whatever happened to you afterward.
With b. you're just asking for trouble. He could be hoping you'll pull over just so he can jack your ride or something. It would be a needless risk and it's not your job anyway to instruct him on correct driving behavior and manners.
But if you leave aside the whole traffic thing - I could definitely imagine circumstances where you'd want to do a pre-emptive strike...like you see someone going for a weapon, or 3 thugs surround you and are getting ready to attack...

Yes, I know the first choice would be very stupid but when you've had a bad day, you're not going to think about the consequences. You will regret what you did, later on though.
I've managed to keep my cool at all times, since I don't like fighting and creating a scene.
